So far the server doesn't know what to do with tileset files. The client can create them, but won't upload them. Once the server learns how to deal with tileset files the client will start making them by default. It is unlikely that you have to change any settings for that. Once enabled the client will make tileset files *instead* of zip files. Essentially they are just all tile files of a tileset concatenated into one file. The server uses this format already to store the tiles internally.
