I've noticed a similar issue where ways that pass through the area of
a z12 tile without having a node in that tile aren't rendered at
z12-17 (and by extension z9-11.) This should probably be filed against
the API if it hasn't already, since I assume it's because the data
isn't returned for [EMAIL PROTECTED] to draw.

For example, 
http://www.openstreetmap.org/?lat=28.695&lon=-100.05&zoom=9&layers=0B00FTF
shows this in both the county boundaries to the north/east of the
border and the highways south/west of the border.
