Basically labels should be on top of all, and logical areas (that have no physical representation) should be the bottom.
generally areas should be below linear features and those below nodes.wether or not the elements of a group should be layered, or the user should be able to layer members of a lower group above elements of a higher group is something I'm not sure about.
