If the coastline is closed, and does not cross the tile border it has to guess wether it's sea with islands (which should be the default) or lakes on land. It does that by looking at the oceantiles.dat entry for the tile, and if that's "mixed" it looks at the four neighboring tiles and looks if there is land. (IMO erroneously) only one land tile neighbor tips the tile in favor of lake on land, instead of island in sea.
