There seem to be a lot of very closely related (x=750) sea tiles in the queue at priority 2 at present. This is delaying the changed tile autorequests as far as I can see.
It's perhaps a bit late to mention it as there are only 2 pages left before the 48 pages of AutoChangeRequests are reached, so I guess things will sort themselves out.
