Some areas have that problem already (like amenity=parking).  I see
no reason to treat different areas differently.  If area features
ought to have a symbol on the map then the renderer should put one
there without needing an extra node for that.

If people insist on putting those nodes inside the areas the renderers
should learn to ignore them - maybe.

But, really, an object should not be entered into the database twice
just because some applications work better like that.  If renderers
really need help with placing a symbol the whole thing can be made
into a relation referencing a node with role=symbol or so.  I know
many people don't like the idea of having application specific data in
the OSM database, but this is far better than the alternative of
having both a node and an area for the same thing, IMHO.
