Unfortunately you have to trust this message because it is correct. [EMAIL 
PROTECTED]
has gotten a certain number of API slots that are different from the
slots that JOSM and "wget" would use. So that a busy [EMAIL PROTECTED] community
cannot interfere with regular OSM usage.

This means when e.g. the ruby instance on the [EMAIL PROTECTED] assigned slots 
has
died for whatever reasons clients will see an error while a wget would
(could) still work just fine.

The brittleness of the API when it comes to frequent downloads is one of
the reasons why we have introduced read-only mirrors such as XAPI and ROMA.
