I've seen something that could be described as a mix of old and new
myself, where "old" versions of some ways are rendered because of
additions/deletions/modifications during one of the windows from which
data is missing, but "new" versions of nearby ways are rendered
because they were added/deleted/modified during a time which is in the
XAPI database.

I can't pull up an example from the [EMAIL PROTECTED] layer right now, nor can I
compare XAPI output to be sure, but I think that way #15382078
(modified 2008-09-21) is one of the ones with this situation.
