Probably the server, which is not using these blue tiles :-)

There was a description for that recently. Essentially new lowzoom tiles 
are triggered automatically by rerender requests. Thought the server 
sometimes does not catch all requests. Also it seems not to rebuild a 
whole layer 6 tile but only required parts. It uses normal blue sea tiles 
where the tilesAtHome uses the dark blue ones (which is a good thing 
for an automatic update I would think :-)

BTW: When removing mixed tiles, be sure you do it right. Sometimes mixed 
tiles are correct and the coastlines of some islands are missing instead.
