I believe someone manually updates the version number file each time they notice that oceantiles.dat has changed. As I understand the client code it will check the client version against the available version when it first starts and then each time before asking for a new request (as long as more than 10 minutes have passed since the last check). If a newer version is available it should then automatically update. I don't know whether it is possible to automate updating the version number file as part of the job that copies the oceantiles.dat or not, but that would mean the propogation delay to clients should be minimal.
