It might be "best" but *can* oceantiles still be updated through
informationfreeway.org? 

 

I ask because there has just been a post on OSM-newbies suggesting
this is what someone needs to do to fix a tile with blue background
to an area with roads. There was another post suggesting it may be a
coastline issue. Thread is "Map Color" and the examples given are:
