If it once was a railway bridge, the state of "abandoness" should be clear by tagging the tracks, the same for streets. If the bridge is not usable anymore, it could be tagged as "bridge=ruins" or "ruins=yes" (which will most probably not be rendered correctly, and therefore might lead to misunderstanding).
As I already mentioned, an abandoned railway-bridge in many cases still can be used by pedestrians. Martin
