For openSUSE you can use the openSUSE Buildservice:
a) In http://download.opensuse.org/repositories/devel:/languages:/perl/<version>
   are the perl packages
b) In http://download.opensuse.org/repositories/home:/dstoecker/<version>
   is a wrapper package for the tah-client, which has "tah" as commandline
   and does all the dependency tracking as well as installation, ...

For openSUSE_11.1 you need to add
http://download.opensuse.org/repositories/devel:/languages:/perl/openSUSE_11.1
http://download.opensuse.org/repositories/home:/dstoecker/openSUSE_11.1

in your yast sources.
