the t...@h client always requests z12 tile-areas (plus margin) to render.
if the TRAPI gives back z11 info that might be more than the client
asked for, but that's no problem because it happens in sparsely mapped
places only. in case the TRAPI has it in z14 the client gets the amount
of z14 tiles that are needed to cover the requested bbox area. this
might be exactly what the client asked for, or a little more, which also
should do no harm. The client then proceeds with the z12 data to render
every zoom from 12 to 17 in that tile area (1365 tiles altogether) and
uploads those to the server.
