If you have a look at http://osm.newportcoastsoftware.com there's
prerendered mapnik rendered map with a captionless base layer and a number
of transparent background caption layers with different languages... At the
moment the language options are limited to default (name), name:en, name:zh,
name:zh_py, name:zh_pyt, name:ja and name:ja_rm with fall back to default
name for each... the world is rendered to zoom 7 and most of asia to zoom 12
with one city at the moment to zoom 17, areas of higher zoom are indicated
by OL boxes... This was set up as a proof of concept for having user
selectable language layers... As a next step, I'm considering removing fall
back and increasing the number of languages supported...

Just wanted to show, b) doesn't have to be a long way off :)
