the reason is that shelter is quite important and should thus be displayed in overview-zooms as well. In Z17 you are already standing in front of the shelter when it was finally rendered before ;-) > The icon is indeed too large in z14, probably also in z15. That's true as well. Could be a quarter of the size (half the dimensions).
