The lowzoom parameters Spaetz used - when creating the captions last time - had admin boarders included, to make then more prominent at small scales. You seem not to generate those.
I'm running the default settings and it is telling in the logfiles that it is downloading way[boundary=administrative] too.I tested with tile (6,32,21) (that's parts of NL, BE, FR, UK) and it only renders captions, no borders. See attached image.
BTW: the caption does look a lot nicer. Compare it with the current tile at <http://tah.openstreetmap.org/Browse/details/tile/6/32/21/>
