I havent looked at it as the proper updating an osmosis database from 
diffs was broken a long time for 0.6 due to the nature of changesets.

Now that there are the replicate diffs one could retry although i havent
understood them or their usage as the osmosis pages has nil on command
line of osmosis or the equivalent to --read-change-interval
and the files one would need to create.

So one needs to drop the database and reload with the newer 0.6 postgres
shema in the osmosis distribution (need additional columns e.g. changeset_id
etc ..)

Changeing the ROMA cgi would be a matter of minutes to reflect the 
changed in the data format (API 0.6 is not about changing the API 
but also the XML format and assumptions for the data one can have)
e.g sequences for relation_members, changeset id in all the elements.
