If we do not need boundaries for caption tiles we can *greatly* reduce
the complexity of the tiles and thus RAM usage while rendering the
caption tiles.

only the captionless tiles still will suffer from this.

Maybe we need a different client/rendering mechanism to separate the
two. So the caption renderer can download large (huge) areas but only
the place/country names, and the captionless renderer uses the normal
data boundaries to render the denser data.
is  the captionless data for lowzoom rendered, or just combined from
captionless z12? is there a different captionless for z6?
