The HP catalog data sheet for the 5370 specifies a "GPIB data rate of 10-20 readings per second and >5K readings per second in binary mode".
So your and PHK's results agree with the spec. If you look at the schematics and theory of ops you'll get a hint of why this is so. Still, compared to the generation of counters it replaced, the 5370 is, even by today's standards, quite an amazing instrument.
