This is an old idea. something similar to this was done from about
1960 to 1972 and was deemed to be too cumbersome. See

good writeup. It also includes a good case both for and against the
elimination of leap seconds from an operational point of view.

Everybody has to adjust their notion of a second, not just the cesium
clocks. This can prove to be trouble some for many devices, and pose
many operational difficulties.
