My Z3801A did not have the problem (perhaps because I turned it on this morning). How did your Z3801A do? Here's the 58503B log. A bogus leap second at the top of the hour (+23,+59,+60) and then it corrects itself as expected. 1PPS and 10 MHz are fine.
