It can, and does, sort of -- but you have to first tell the Loran-C receiver what time it is before it knows which pulse is aligned to the UTC 1 PPS pulse. For example the 9940 GRI chain repeats every 497 seconds so you sync the Loran-C receiver on the correct 497th second and it's now locked to a UTC 1 PPS until you power it off.
