This may sound obvious, but could the lamps be blown? Normally backlights are always on or will come on if a control is moved. It's possible that there is a function somewhere to permanently turn them off, but it's unusual. I'd expect them to come on at least briefly during the power on sequence. The Odetic's Satsync 325 LCD backlight comes back on (after sleep) when any button is pressed but can be put on permanently by pulling out the contrast knob - not exactly obvious. I'd check the backlight filaments first. I've had this problem on an R&S EMI measuring receiver. It also had "bleeding" LCD's but just for a change they were standard type displays that were available from RS or Farnell!
