There is also gpsd at http://gpsd.berlios.de/

It doesn't run on Windows.  It's mostly for navigation rather than 
timekeeping, but it talks to many GPS units and it's open source (and clean 
code) in case you are trying to figure out how to talk to your gizmo and need 
a few hints.
