Would that be FPGAconf? It's still mentioned in the documentation and seems to be a kind of bitfile loader. There's no mention of a requirement to use it, but it may be necessary. Docs mention Altera or Xilinx packages and a c++ compiler as necessary. I just skimmed the document. Don
