It depends on what you mean: First off, the phase modulation renders many existing phase tracking receivers useless. Period.
A few current receivers are immune to the PSK, but they do not 'use' the PSK modulation, but they just ignore it. My understanding is, the new modulation was designed using an SBIR grant, and a proprietary chip designed and tested with taxpayer money.
