Recall that the 5335A has a hardware resolution in their interpolator of 500 ps, but effectively reports 1 ns resolution as both the start and stop contribute error.

Averaging will allow you to average when you have beating, but lacking beating your precision will not improve as you will keep hitting the same values with some minimum spread. Naturally could some input noise from a less than optimal trigger provide the needed spread too. HP5328A with Opt. 40 did a similar thing.
