It's been my experience that local daylight time change criteria are
varied and fluid.
How would a LORAN (or GPS) transmitter set the DST bit for everybody?
The leap second bit would be useful world-wide.

If I had an input on the enhanced LORAN-C it would be the addition
of bits for Daylight Saving Time and leap seconds as well as date and
