encountered one of these guys and know what it was used for, or have
info on the design?

Yes, you input 10 MHz into the rubidium and it outputs the OCXO EFC.
It's very obvious and not too hard to follow the signals around with a
bit of tinkering once the 10 MHz input part is clear.
Turned out that the rubidium part had a really bad part (thin-film based
"chip") which was not easily replaceable.
I kind of like it. No clue what it was used for.
I was unable to get it to run, so no measurement of performance. Pitty.
