For all around use, you cannot beat the Fluke 87-V. Accurate, reliable, incredibly rugged. Mine looks like it has been to war. Has been dropped, submerged in water, left outside in sub-zero weather. Still operates perfectly.
Of course, if you need or want 8 1/2 digits, that's a horse of a different color. Try Agilent, Keithley, etc. But you'll be looking at $7K to $10K.
