First I want to thank Dave and Byron for their super fast answer.
Second I was able to repair my 8131, the problem was in the Tek rack, not the 8131.
A voltage was missing to heat the OCXO, caused by an open power transistor in one of the three position of my TM 503, changing to another TM 502 rack solved the problem.
I was fooled because the hot/cold LED on the front panel were OK, so I didn't suspect the power supply.
