It is the ES100 IC plus arduino full kit from Universal Solder.  The arduino 
was pre-programmed.

Ben Hall replied that this is the result of the supplied program. The fact is 
that the disciplined xtal controlled clock on the board is getting updated once 
per day, every day. Since the LCD display does not have tenths of a second (nor 
do I need it), I think there would not be any useful purpose in changing the 
program to update synchronization more frequently.
