Gerhard, your info is a little confusing. I see several PLL parts mentioned - 4046, 4096, 9046, and 8046. Only the 74LV4046 seems to have a datasheet, according to my quick look on line. I can't tell yet if these others exist, but if they do, and are supposed to be roughly equivalent to the 4046 type architecture, then they should work mostly the same.

If the PLL reference is 10 MHz, then you'll naturally get spurs from there on out. I doubt the built in VCO portion is doing anything wrong if you've inhibited that part of it.
