First off, this isn't really on-topic here, but... I'd suggest that if you need something approaching 1ms accuracy, you need your own stratum-0 sources (GPS, time radio, etc.). Many of these are relatively cheap. For alarms, I'd suggest that you obtain multiple stratum-0 sources, and consider 1ms (or less) offset from _any_ of them to be an event worth paging over.
