Great ; can we assume (for all practical purposes) that
the relation is symmetrical ? That is
.xx => .yy implies .yy => .xx
If yes, we only have to specify half as many relations ;
I propose to list (on the right side) only the region
codes that are alphabetically higher ; for example
de => fr nl
be => de fr nl
would imply
fr => be de
nl => be de
Exceptions can be denoted as
ch => -fr
meaning 'fr' is close to 'ch', but 'ch' isn't close to 'fr'.
The region zone fill up scheme for a region code would be :
1- pick servers from the region
21 if need more : pick servers from neighbour countries
22 if need more : pick servers from neighbour of neighbour countries
23 etc
3- if need more : pick servers from parent continent
4- if need more : pick servers from global
Correct ? Is (1,3,4) the current scheme ?
I can do a simpel neighbour map of Europe ; are there known exceptions
to the rule "IF xx and yy share a border THEN they are close ;" ?

'countries' (polical units) to avoid discussions about
what is or isn't a country.
