Country zone files are reasonable (no proof), if for no other reason than the convenience factor.

Regional zones are not useful. Even here in the UK it can be quicker to access a US based server than, say, a Dutch or French one. And that's with inter-European transit links. I wouldn't say that the UK was a badly connected country, either. Others have also already put forward concerns about political issues limiting cross-border connections.

Let's keep it simple.
