We are offering a free NTP version for Windows for download, including
the NTP reference implementation from www.ntp.org and a Windows Installer.
I am currently preparing a new version with several bugfixes and it
seems to be doing fine at the moment. I wanted to wait until the next
NTP stable release (4.2.1) is available, which seems to be a matter of
weeks. I assume that does not fit into your release schedule, so maybe
you want to include a recent beta version of the installer on your CD.

The NTP version used is a recent build from the ntp-dev sources which
are close to release state plus a small bugfix from me to allow NT4
users to run this version.
