Since we can't require this kind of data collection of pool participants,
the best idea would probably be to ask operators to volunteer what data
they already are collecting, or to provide a means of data collection
that operators can choose to use (Wayne Schlitt's scripts?). That will
give you a ratio, and although it's probably not accurate to take that
as representative of the entire pool, I can't imagine doing anything
better than that.
Note that the data collection done by many ntp server implementations is
probably not good enough.
