If they are consistently off, it's probably an SNTP client. Perhaps a Windows box running an SNTP client or the Windows Time Service; or ntpdate synchronizing to your box (insert many other SNTP clients here).

What I find puzzling is that *most* of the clients are like this. At least, it looks that way on random sampling. I need to find a good statistical way to characterize them. Anyone got any ideas? What I have is a list of their requests, including when they were made and what their offset was to my server.
