Well that one's mine. What I'm intrigued by is why, given an MSF reference and
several stratum 1 servers which all have no leap bit set, it is taking the word
of a single stratum 2 server over all those and then propagating this
apparently wrong information? This looks like a bit of flaw in the protocol?

Out of interest, when I checked just now 193.25.198.254 is no longer setting a
leap bit and neither, therefore, is 62.3.200.116.
