uk.pool.ntp.org is not one server. That address resolves to many different IP addresses. Each server has its own policies, so unless you can tell us which one was refusing your connections we can do little but guess. But the best guess would be either that the server you were attempting to connect to was down, or that your client was identified as 'abusive' and blocked because it is polling too often. Do you know how often you were polling the server?
