I think I even had some problems using the quotation marks and moved the
directory to one that didn't have any spaces in it (e.g.
c:\log\ntp\stats).

If I recall, the -g allows a one time initial step outside of normal
parameters.  It is similar to running ntpdate once before starting ntpd
normally.
