Of course, that 1% of the userbase can result in 20 - 50% of your NTP traffic.

Right now, the top-10 users of one of my NTP servers are using as much traffic as the 1000 or so least active users. But then, the top-10 IPs are querying at anywhere from once every second to once every 30 seconds, as compared to clients polling at 1024, 2048, or less frequent intervals...
