I have seen similar things going on - for example I look up "us.pool.ntp.org" and get no A records, then I try "0.us.pool.ntp.org" and get a bunch and then I go back, flush the cache, and find A records in "us.pool.ntp.org" again. Is it possible that during one of the periodic updates that for a while the zone is empty on some of the authoritative servers? It'd be better to just not reply during the reload rather than give an authorative non-answer.
