One other thing to make sure: was gpsd compiled with PPS support?  By default, it isn't.
When you have installed a binary package this sure is the reason.
(some USB device users have problems when PPS is enabled, and this is the vast majority of users of gpsd)

Get the source and build it with:
./configure --enable-pps
make
