I tried putting ntpd on a different local server last weekend buy it made no difference - I can see the packets arrive and go out in tcpdump but the monitoring server randomly can/can't see the result. All other internet access works fine no problem.

Do you have a "restrict default limited" or "discard" statement in your ntp.conf file?

Apparently, the scoring system makes NTP queries rapidly enough that it trips the rate-limiting functionality...
