Well, most people use RRDtool (http://rrdtool.org) and scripts made by
Wayne Schlitt (http://www.schlitt.net/scripts/ntp/). There's no
automatic way to do it, though.

Give it some time. A lot of NTP clients are restarted only every few
months, so it takes time to build a large client list.

Of course, this also includes the natural growth of the pool, but it
shows that the longer your server has been active, the more clients it
will get.
