A lot of NTP clients are restarted only every few months, so it takes time to build a large client list. See my progression of clients over the last year for an example: http://132.214.200.200/stats/ntp_pool/clients-year.png Of course, this also includes the natural growth of the pool, but it shows that the longer your server has been active, the more clients it will get.
