I would advise that the carrot of superior NTP service from your
local servers be used in preference to any stick of "don't use pool.ntp.org".

The fact that 11 different ones have the same (misconfigured) pool.ntp.org
poll pattern makes me think that there's some other web page or ill-informed
sysadmin who thinks that more frequent polls are better, or who blindly
installed some dud client software.
