This is a very big part of it.  I wouldn't want this kind of practice in
general (not just ntp) to be regarded as 'normal'.  Like you say, it's
not something you would want your ISP to do without mentioning it.

But it is also the case that I do generally find that these kinds of 
setups (because this is more-or-less a transparent caching proxy) 
do have interesting failure modes, although I admit in this case 
I'm hard pressed to give a good example.  

The picture of the difference between servers that such a server
presents is ersatz, and could confuse a person or program that 
cared about this level of detail and had access through another 
channel to conflicting information.

Funny, but because it fits so nicely, it seems all the more important 
to point out the difference, in case people might come to regard it
as 'normal'.

This is not to say that I don't think it could be a mighty fine idea in
practice for those consenting adults who think it would suit them :-)
